The Report That REVEALS The US Plan for Dominican Republic
A good friend sent me a 24-page report from the Atlantic Council—a Washington D.C. think tank that’s not “the government,” but close enough that when they sneeze, policy people reach for Kleenex.
The report is called “Partnering for Economic Security: A Comprehensive Strategy for Greater U.S.–Dominican Republic Integration.”
It basically lays out a six-part roadmap for how the U.S. and DR could build a deeper economic and security partnership.
And here’s the wild part: a lot in that roadmap is already happening.
🇩🇴 Let me break this down.
The report’s six “strategic payoffs” sound like policy jargon — until you realize what’s unfolding in real time.
1. Industrial supply chains – The report says DR should move from low-cost assembly to high-value manufacturing.
Guess what? The DR’s medical-device industry is now the country’s biggest export sector, and Purdue University just signed an agreement to build a semiconductor training pipeline here.

2. Strategic infrastructure and logistics – It says the DR could be the logistics hub of the Caribbean.
We’ve now got an Amazon Air cargo hub, DP World expanding Caucedo port, and the Punta Cana cargo terminal rolling.
3. Digital infrastructure and cybersecurity – It suggests DR could lead the region in digital transformation.
Two words: NVIDIA partnership. AI hub, training center, and data infrastructure — all announced in 2025 with an MoU that is anticipated to become partnership soon.
4. Energy and critical minerals – The report pushes for rare-earth mining, energy independence, and grid modernization.
We’re seeing a lot here: the new state mining company (EMIDOM), record renewable energy output, and even oil exploration and biofuel experiments off Montecristi. A lot to be optimistic about but for sure remaining healthily skeptical and patient.
5. Homeland and regional security – It calls for tighter border control and stronger U.S.–DR security cooperation.
2025 has been a record year for drug seizures and U.S.–DR coordination at sea. The border wall’s expanding, but corruption remains a battle that needs to be attacked more.
6. Institutional alignment – This one’s about engaging the diaspora and deepening long-term ties.
Still early here, but the first five pillars are doing the heavy lifting. This one .. we’ll see.
🇺🇸 So is this “official U.S. policy”?
Nope. Washington hasn’t stamped this as the plan. But the actions line up perfectly with the report’s playbook.
Think of it like this:
The U.S. didn’t announce a plan — it’s just quietly doing it.
And for the Dominican Republic, that’s good news.
Because while nobody’s calling it an “official alliance,” we’re basically seeing tea leaves and mass indicators of one. The US is the big brother of the region .. partnership is essential for development of the economy.
🧩 My take:
This alignment is huge for the DR. It means:
Foreign investment is about to get more strategic.
Infrastructure upgrades won’t be one-offs.
And the country’s role as a nearshoring hub is being validated — not just by developers and YouTubers like me, but by the people who influence U.S. economic and defense policy.
It also shows how the DR has positioned itself exactly right: not leaning into China, not trying to “go it alone,” but becoming a bridge for Western supply chains and technology.
If this momentum continues, the DR could be to the Caribbean what Singapore is to Southeast Asia — a small country that got big by being aligned with the right partners.
